On 1 July 2022, Ambassador Sun Haiyan invited diplomatic envoys of Brazil, Russia, Argentina, Cambodia, Egypt, Indonesia, Kazakhstan, Malaysia and Uzbekistan whose leaders attended the 14th BRICS Summit and the High-level Dialogue on Global Development to a tea party, to celebrate the success of the meetings and exchange views on implementing the important consensus of the leaders and promoting cooperation and development.

Ambassador Sun said that the world is ushering in a phase of instability and transformation, with the combined impacts of changes and the COVID-19 pandemic both unseen in a century, the world economy still faces strong headwinds on its path toward recovery, and security challenges are becoming more acute. She stressed that some countries seek absolute security, stoke bloc-based confrontation by coercing other countries into picking sides, and pursue unilateral dominance at the expense of others’ rights and interests, but the call for international fairness and justice has become stronger and people are more keen about development and cooperation. She emphasized that against this backdrop, the BRICS Summit and the High-level Dialogue on Global Development, which focus on peace and development, have great significance and a profound impact, injecting stability and positive energy into the effort to promote world peace and prosperity. Ambassador Sun further said that the Global Security Initiative proposed by President Xi Jinping calls for a new path to security featuring dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum and emphasizes the imperative to jointly tackle risks and challenges through cooperation and development for the building of a global development community. Such an appeal, Ambassador Sun said, represents the desire of developing countries and reflects the common aspiration of the vast majority of people around the world.

Ambassador Sun emphasized that China will do what it says, strengthen practical cooperation with developing countries in areas such as poverty reduction, food security, pandemic response, sustainable development financing, climate change, industrialization, digital capacity building and connectivity in the digital era, strive to turn the common aspirations and visions of the international community into reality and contribute to global peace and development.

The other diplomatic envoys said that the successful meetings were held at a critical moment, and through the dialogue and exchanges, solidarity and cooperation among developing countries are strengthened and areas of international cooperation are expanded, sending the message to the world that BRICS countries and relevant developing countries are committed to peace and development rather than division and confrontation. The envoys said that they were impressed by the forward-looking and feasible proposals and initiatives put forth by President Xi Jinping at the meetings and in particular, President Xi’s emphasis on putting development at the center of the international agenda. The envoys stressed that what President Xi proposes is in the interest of people across the world, offers a path to achieving global stability and advancing human progress, and demonstrates China's vision as a responsible major country. The envoys looked forward to more consensus-building and cooperation-promoting efforts by the BRICS members and other developing countries to make a greater contribution to maintaining world peace and prosperity and enhancing the well-being of people of all countries.

The envoys also congratulated on the 101st anniversary of the founding of the Communist Party of China (CPC) and the 25th anniversary of Hong Kong's return to China, spoke positively of the development achievements China has made under the leadership of the CPC, and wished Hong Kong a brighter future.
